Governments can support civil society by creating a favorable environment, which includes establishing a legal framework that protects the rights and freedoms of civil society organizations. This can be achieved through the adoption of laws and regulations that promote transparency, accountability, and participation. ICNL has identified several models of collaboration between governments and civil society organizations, including the use of policy documents, government offices, liaison officers, councils for civil society development, and advisory bodies. These models can be tailored to meet the specific needs of each country and can be used to promote collaboration and partnership between governments and civil society organizations.
