Abstract
The program builds on the successes of the previous Local Governance Program, which established 16 provincial councils, 95 district councils, and 195 sub-district councils. LGP II will focus on institutionalizing local government systems through assistance to improve public administration functions. The program will provide dedicated support to Provincial Reconstruction Teams (PRTs) and Regional Reconstruction Teams (RRTs) to promote governance, reconstruction, and economic development. Key objectives include clarifying the functions and responsibilities of local governments, strengthening the capacity of provincial governments, and promoting active participation of citizens in decision-making processes. LGP II will establish operations at PRT sites in 14 provinces and two RRTs in Kurdish provinces. The program will consist of 119 expatriate technicians and 1,200 professional Iraqi full-time staff. Each PRT will have three full-time expatriate staff and up to 25 Iraqi staff, while the RRTs will have 77 expatriate and 850 Iraqi staff to provide surge capacity and technical expertise. The program will focus on improving the capacity of provincial and local councils, committees, and departments to manage and deliver services through competency-based training, mentoring, and technical assistance. The program will also work with the Iraqi government to increase citizen participation in decision-making processes and foster participatory mechanisms to support citizen participation. In the first 90 days of the program, LGP II will collect governance and service delivery data, provide training and technical assistance to current provincial councils, and implement "Learning by Doing" programs with incentive grants. The program will also establish two regional Institutes of Public Administration to train and certify local government officials in local governance training, policy studies, and policy studies.
