Abstract
The project is a component of the United States Agency for International Development's (USAID) Honduras Country Development Cooperation Strategy (CDCS) Development Objective 1, which focuses on improving citizen security in urban, high-crime areas. Unidos is a unique project that addresses justice, human rights, and citizen security, working with national institutions, municipal agencies, civil society, police, the private sector, and community councils and committees. The project is active in the Place-Based Strategy (PBS) municipalities of Tegucigalpa, San Pedro Sula, Choloma, Tela, and La Ceiba, with a regional presence in Tegucigalpa, San Pedro Sula, and La Ceiba. The project's technical team is organized into three Activity Results: Citizen Engagement with the Security and Justice Sectors Improved (AR1), Efficiency of Security and Justice Systems Improved (AR2), and Increased Effectiveness of Community Policing (AR3). These Activity Results focus on different sectors with complementary activities that contribute to the same ends of improved security, justice, and human rights. The Year 5 Work Plan covers the period of October 1, 2020, to September 30, 2021, and adds new activities designed to complement existing processes. The work plan narrative organizes activities around the primary themes of Unidos' programming, facilitating comparison with the activity matrix.
