Abstract
The project's purpose is to reduce violence in target municipalities, reduce impunity, and protect human rights. Achieving this purpose will help address root causes of irregular migration by making Hondurans feel safer in their home country and creating conditions conducive to economic development and opportunity. Unidos began as an effort with a period of performance from September 30, 2016 to February 13, 2021. It is implemented by DAI Global, LLC with support of subcontractor National Center for State Courts (NCSC). The project originally responded to the United States Agency for International Development's (USAID) 2015-2019 Honduras Country Development Cooperation Strategy (CDCS) Development Objective 1 (DO1): "Citizen security increased for vulnerable populations in urban, high-crime areas." In Year 6, the last year of the project, Unidos will also respond to USAID's 2020-2025 CDCS DO2, "Democratic governance to meet citizens' needs enhanced to reduce irregular migration," and DO3, "Justice and security improved to reduce irregular migration," as well as to the president's Root Causes Strategy (RCS) for addressing irregular migration from the Northern Triangle of Central America. The project's thematic and geographic focus is unique in its scope and breadth, working at the national and local level with the public sector, including justice operators and the police, the private sector, civil society, and academia. At the local level, the project is a product of USAID's Place-Based Strategy (PBS) for violence reduction, active in the PBS municipalities of Tegucigalpa, San Pedro Sula, Choloma, Tela, and La Ceiba, with a regional presence in the Northern Triangle. Unidos' original contract ceiling and duration were curtailed in July 2019 by 33 percent and five months, respectively, but the obligation has gradually been increased since then. At the beginning of Year 6, Unidos expected to reach the original ceiling amount by the end of the project, which had been granted a two-year extension of the original closing date, until February 11, 2023. The Year 6 work plan covers the period of October 1, 2021 – February 11, 2023, and will guide Unidos through to its new end date. The project will consolidate and complement reform processes implemented over the first five years and designed to address root causes of migration. It will also expand Unidos' focus on gender-based violence prevention activities and on the immediate prevention of irregular migration, with activities focused on returned migrants and people at risk for irregular migration. Unidos will strive to bring multi-year reform processes to a close in ways designed to enhance the sustainability of USAID's investment and ensure that the outcomes and impact achieved through the life of the project contribute to Honduran progress on its Journey to Self-Reliance. Unidos will also document its processes and lessons learned, leaving USAID with clear paths to future investment in the development of Honduras' justice, human rights, and security sectors. The project's activities will be guided by the following strategic lines of action: Access to Justice, Respect for Human Rights, Reduced Impunity + Increased Access, Reduced Impunity + Improved Security, and Improved Security. The project will implement various activities to achieve its objectives, including the development of a results-based prosecutorial management model, the implementation of the Honduran Community Police Service Model, and the strengthening of the Honduran justice system. The project will also work with civil society organizations, the private sector, and academia to promote justice, human rights, and security in Honduras. Unidos will also focus on the prevention of gender-based violence and the immediate prevention of irregular migration, with activities focused on returned migrants and people at risk for irregular migration. The project will work with local authorities, civil society organizations, and other stakeholders to promote the rights of women and girls and to prevent violence against them. The project's geographic focus is on the Northern Triangle of Central America, with a regional presence in the PBS municipalities of Tegucigalpa, San Pedro Sula, Choloma, Tela, and La Ceiba.
