Abstract
AID-522-TO-16-00007, with funding from the United States Agency for International Development (USAID). The project's primary objective is to strengthen the justice, human rights, and security sectors in Honduras. The project began operations in 2016 and was initially focused on supporting the Honduran government's efforts to reform the justice and security sectors. However, due to the rapidly evolving nature of the sector, the project adopted an adaptive implementation strategy to maximize the impact of USAID's investment and support emerging reform initiatives. One of the key achievements of the project was the support provided to the Honduran government in formalizing its commitment to separate the Sub-Secretariat of Human Rights from the Ministry of Justice and elevate it to ministry status. The project's international experts guided personnel from the Sub-Secretariat through the process of defining the new ministry's vision, mission, objectives, and management structure. The project also worked with the Organization of American States' (OAS) Support Mission Against Corruption and Impunity in Honduras (MACCIH) to establish a new anti-corruption jurisdiction. This jurisdiction was established to investigate and prosecute high-level corruption cases, which was a key priority for the Honduran government. In addition to these achievements, the project implemented various activities aimed at strengthening the justice, human rights, and security sectors in Honduras. These activities included providing technical assistance to the Honduran government, supporting the development of policies and procedures, and promoting community policing and human rights. The project's results were measured through a set of indicators, which included the number of citizens engaged with the security and justice sector, the efficiency of security and justice systems, and the effectiveness of community policing. The project's geographic focus was on Honduras, with a specific emphasis on the regions of San Pedro Sula and other areas with high levels of crime and violence. The project's timeframes were from September 30, 2016, to February 28, 2018, with a focus on the initial project start-up period and the Year 1 Work Plan period. The project's implementation details included the establishment of a project management unit, which was responsible for overseeing the project's activities and ensuring that they were implemented in accordance with the project's objectives and work plan. The project also established a number of partnerships with local organizations and government agencies to support the implementation of its activities.
