Reforms in local public financial management have to reflect several prerequisites in line with the increasingly central position of financial management in local government.

Abstract
These prerequisites include the increased need for updated regulations, financial oversight, and expanded sources of funding. The three prerequisites can become difficult to match with national government enactments of laws and regulations on local organizational development, including the organization for financial and asset management. In 2007, Government Regulation No. 41 was issued on the Organization of Local Government Units, along with its implementing regulations in the Ministry of Home Affairs Decree No. 57 on the Technical Guide to the Organization of Local Government Units. When deciding the institutional size and form of an organization to manage finance and assets, local governments base their authority on what is stipulated by law, in addition to the implementing regulation and ministerial decree. Authority has a central role in the forming of institutions, so much so that efforts to reform the bureaucracy cannot ignore it. Authority is not only the strongest component in institutional development but also has an effect on the way the institution functions. Institutionalization also plays a role as a locus for the exercise of authority at each level of government. In other words, the level of authority possessed will be reflected in the size of the organization. This is consistent with the principle of "structure follows function" that becomes the main reference in each process of government institutional development. The reform of local government financial management has to be based on institutional review that is consistent with the weight of the organization's functions and authority in accordance with laws and regulations. This review aims to determine the organizational form for managing local finances and assets that is consistent with applicable laws and regulations, identify the authority and responsibilities of the organization, identify the organizational structure of the organization, identify the main tasks and functions of the organization, and develop a scenario for the management and staffing of the organization.
