Abstract
The goal of the KEMSA Support Program is to support KEMSA in strengthening its ability to provide client sites throughout the country with the right quantity of quality commodities, and in a timely manner, for effective service provision. The key result areas for the KEMSA Support Program include strengthening KEMSA's operational mandate, governance architecture and practice, inventory management and tracking systems, warehousing and distribution systems, and internal performance monitoring. During the period of July 1 through September 30, 2012, major accomplishments included finalization of the standard operating procedures (SOP) Finance Manual, completion of the logistics management unit (LMU) and customer service integration redesign, and developing the initial draft of the Technical Planning Unit structure and KEMSA's Performance Monitoring Plan (PMP). The program also supported KEMSA in holding several critical meetings and workshops, including Change Management Planning, Data Demand and Information Use, Enterprise Risk Management, Change Mobilization, Strategic Network Optimization, and Amendments on the KEMSA Bill. The governance architecture and practice work stream focused on strengthening KEMSA's governance structure, including the development of a governance framework, establishment of a board of directors, and implementation of a performance monitoring and evaluation system. The program also worked with KEMSA to develop a logistics management information system (LMIS) to improve the tracking and management of medical supplies. In terms of inventory management and tracking systems, the program supported KEMSA in implementing a warehouse management system (WMS) to improve the management of medical supplies in warehouses. The program also worked with KEMSA to develop a performance monitoring plan (PMP) to track the performance of KEMSA's commodity management system. The program also made progress in warehousing and distribution systems, including the development of a strategic network optimization plan to improve the distribution of medical supplies to client health facilities. The program also worked with KEMSA to establish a logistics management unit (LMU) to oversee the logistics and distribution of medical supplies. Overall, the KEMSA Support Program made significant progress in strengthening KEMSA's commodity management system, including the development of a governance framework, implementation of a logistics management information system, and improvement of inventory management and tracking systems. The program also made progress in warehousing and distribution systems, including the development of a strategic network optimization plan and establishment of a logistics management unit. The program's progress in governance architecture and practice, inventory management and tracking systems, warehousing and distribution systems, and internal performance monitoring has positioned KEMSA to deliver more effective, efficient, and sustainable commodity procurement, warehousing, and distribution services to client health facilities throughout the country. The program's successful implementation is expected to create a more unified, integrated, and responsive national supply chain system in Kenya.
