Abstract
The program is implemented by CDM International Inc. (CDM Smith) under a Task Order (TO) #1 contract with a ceiling of $XXXX million. The A&E-MSP contract documents, summarized in Table 1.1, outline the program's scope, performance period, and modifications. The IDIQ contract, with a ceiling of $XXXX million, was awarded on September 27, 2019, and has a performance period from September 27, 2019, to September 26, 2026. The Task Order #1, with a ceiling of $XXXX, was also awarded on September 27, 2019, and has a performance period from September 27, 2019, to September 26, 2020. The program has undergone several modifications, including the incorporation of Federal Acquisition Regulation clauses, designation of a USAID Contracting Officer, and special contract requirements. The Task Order #1 has also undergone two modifications, including the extension of the period of performance to January 31, 2024, and the replacement of the project budget with a new ceiling of $XXXX. The A&E-MSP program has issued several Work Orders (WOs), including WO #1, WO #2, and WO #3, which are associated with various projects and interventions. WO #1, with a ceiling of $XXXX, was awarded on December 10, 2019, and consists of 35 tasks associated with the Community Services Program (CSP)-TO #2. WO #2, with a ceiling of $XXXX, was also awarded on June 26, 2020, and consists of six tasks associated with CSP-TO #5. WO #3, with a ceiling of $XXXX, was proposed on June 26, 2020, and consists of eight tasks associated with the Building Alliances for Local Advancement, Development, and Investment (BALADI) program. The A&E-MSP program has also undergone several administrative activities, including exemption from Value-Added Tax (VAT), establishment of a bank account in Lebanon, and invoicing and budget accruals. The program has also conducted several key meetings, including a meeting with the USAID Contracting Officer, and has made progress on several work orders, including design review and implementation. The program has also faced several challenges, including the COVID-19 pandemic, economic crisis, and Value-Added Tax exemption. The program has also undergone several changes in its budget and scope, including the realignment of several work orders. The A&E-MSP program has delivered several key outputs, including the completion of several work orders and the implementation of several projects. The program has also conducted several monitoring and evaluation activities, including the development of a Monitoring, Evaluation, and Learning (MEL) plan and the submission of quarterly reports. The program has also undergone several financial transactions, including the payment of invoices and the accrual of budget. The program has also established several bank accounts and has made several payments to vendors and subcontractors. The A&E-MSP program has also conducted several field visits and site visits, including a visit to the Pump Station (PS) in Lucy. The program has also taken several photos of the site visit and has documented the progress of the work. The program has also established several partnerships with local organizations, including the Building Alliances for Local Advancement, Development, and Investment (BALADI) program.
