Lebanon Architecture and Engineering Mission Support Program (A&E MSP) IDIQ Annual Report #2 (October 2020–September 2021)

The report is submitted by CDM International Inc. (CDM Smith) on behalf of the USAID/Lebanon Architecture and Engineering Mission Support Program (A&E MSP). The program's purpose is to provide independent Quality Assurance oversight over engineering and construction activities undertaken by USAID's implementing partners and to advise USAID/Lebanon on engineering and construction-related matters. The A&E MSP IDIQ contract has a ceiling of $XXX million and was awarded on September 27, 2019. The contract has undergone several modifications, including the incorporation of Federal Acquisition Regulation clauses and the designation of a USAID Contracting Officer. The contract's performance period is from September 27, 2019, to September 26, 2026. Under Task Order #1, CDM Smith has a quality assurance role over USAID's implementing partners and serves as USAID's engineering advisor on all engineering and construction-related matters. The service areas that fall under CDM Smith's responsibility are grouped into three categories: Engineering and Design Support, Implementation Support, and Post-Implementation Support. Twelve Work Orders (WOs) have been issued under Task Order #1, with additional details on WOs and their status included in the TO Annual Report #2. The WOs are categorized into three groups: Community Services Program (CSP)-related WOs, Building Alliances for Local Advancement, Development, and Investment (BALADI)-related WOs, and Lebanon Water Project (LWP)-related WOs. The WOs have undergone modifications, including extensions of the period of performance and adjustments to the A&E MSP scope requirements. The A&E MSP IDIQ Annual Report #2 highlights the accomplishments of the program during the reporting period. The report provides an overview of the program's objectives, accomplishments, constraints, and resolutions. The report also includes a financial summary, monitoring, evaluation, and learning indicators, and appendices with key meetings logs and MEL plan indicators.
