The Legal Reform Program (LRP) in Uzbekistan aims to develop the country's legal framework, enhance the legal profession, and improve the legal operating environment for non-governmental organizations (NGO) and civil society organizations (CSO).

Abstract
The program serves as a mechanism for the USAID/Uzbekistan Mission to respond to high-priority requests for technical assistance from the Government of Uzbekistan (GOU). The LRP focuses on improving the gender responsiveness of the legal system in Uzbekistan and strengthening institutional capacity to make gender-responsive decisions. The GOU has implemented legislative and administrative reforms to bring the country's laws in line with international standards. Uzbekistan is completing additional reforms in various areas, including entrepreneurship, social development, foreign policy, and national security, as part of its Development Strategy for the New Uzbekistan for 2026. The GOU continues to improve access to justice and citizens' awareness of their rights through the introduction of alternative dispute resolution mechanisms and the strengthening of the professionalism of legal professionals. In the fourth and fifth years of implementation, the LRP achieved several significant accomplishments. The program continued to provide unprecedented assistance to various governmental entities on the implementation of gender legislation. LRP prioritized the needs of the Family and Women's Committee under the Ministry of Employment and Poverty Reduction, governmental officials, and members of Parliament by supporting efforts to implement gender legislation effectively. These efforts led to legal and cultural changes in Uzbekistan in favor of gender equality and the elimination of violence against women. Some of the major achievements of the LRP during the period from April 1, 2022, to August 31, 2023, include: * Conducting the first-ever research on domestic violence and research on gender-based harassment in the workplace and providing recommendations to prevent it; * Supporting the country's first legislation criminalizing gender-based violence and prescribing prison sentences for violent crimes; * Providing training to over 1,000 specialists, legislators, and decision-makers on the implementation of gender legislation and GBV prevention across Uzbekistan; * Conducting cascade training courses for 350 specialists and regional representatives of the Family and Women's Committee on gender equality and GBV prevention in 14 regions of Uzbekistan; * Providing training to over 200 journalists, bloggers, and students of the Faculty of Journalism on sensitive reporting; * Supporting an international conference on gender equality with national and international experts during the campaign "16 Days of Activism Against Violence Against Women and Girls"; * Developing the Handbook on Gender Statistical Data Analysis; * Developing and printing the Toolkit on Legal Studies from a Gender Perspective; * Conducting research on the gender aspects of the implementation of migration policy and developing recommendations for its improvement. The LRP's all-encompassing approach to promoting the rule of law in Uzbekistan has contributed to the GOU's success in moving forward with its legal reform program. The project's strategies focus on developing or modifying legislation at the national level while ensuring public participation and adequate local implementation.
