The Legal Reform Program (LRP) in Uzbekistan has made significant progress in advancing the rule of law, enhancing the legal profession, and improving the legal operating environment for civil society organizations.

Abstract
The program's activities are focused on supporting the efforts of the Government of Uzbekistan (GOU) to develop its legal framework, promote economic growth and diversification, and strengthen its position on the global stage. The GOU has implemented various measures to simplify procedures for starting a business, including reducing bureaucratic barriers and improving access to financing for small and medium-sized enterprises. Additionally, the GOU has taken steps to enhance access to justice and raise citizens' awareness of their rights, including resolving conflicts between different laws and regulations, introducing alternative dispute resolution methods, and enhancing the professional capabilities of legal practitioners. The LRP has achieved several key milestones during the reporting period. The program has supported the development of a new version of the Constitution of the Republic of Uzbekistan, which was adopted by referendum in May 2023. The new Constitution aims to promote the rule of law, protect human rights, and ensure the independence of the judiciary. The LRP has also contributed to the development of a Civil Society Development Concept for 2023 and 2024, which aims to create an environment conducive to the growth and sustainability of civil society organizations. The program has supported the implementation of measures to increase public participation in decision-making processes, support non-governmental organizations, and improve transparency and accountability in government. Furthermore, the LRP has worked to advance human rights by reducing gender-based violence (GBV). The program has supported the development of a new law on amendments and additions to certain legislative acts of the Republic of Uzbekistan for the further improvement of the reliable protection system of the rights, freedoms, and legitimate interests of women and children. The law establishes criminal liability for domestic violence and administrative liability for sexual harassment. The LRP has also supported the implementation of a new law on providing legal aid at the expense of the state, which aims to provide legal aid to all citizens, regardless of financial situation, increase access to justice, and promote a more equal society for all citizens. In terms of sustainability, the LRP has worked to nurture stakeholders and build capacity within the GOU and civil society organizations. The program has provided training and technical assistance to government officials, judges, and legal practitioners, as well as supported the development of a network of civil society organizations working on human rights and rule of law issues. The LRP has also made progress in addressing corruption and promoting transparency and accountability in government. The program has supported the development of a working group to coordinate efforts to accelerate Uzbekistan's accession to the World Trade Organization (WTO), which is expected to bring significant benefits to Uzbekistan's economy, including increased foreign investment and access to new markets. Overall, the LRP has made significant progress in advancing the rule of law, enhancing the legal profession, and improving the legal operating environment for civil society organizations in Uzbekistan. The program's activities have contributed to the development of a more just and equitable society, and have helped to promote economic growth and diversification in the country.
