Abstract
The program aims to support USAID's efforts in promoting democracy, human rights, and governance worldwide. The LER II contract is a five-year agreement that began in 2018 and is set to expire in 2023. The program is divided into several taskings, each with specific objectives and deliverables. The taskings are categorized into continuous, Year 3 carryover, Year 4 carryover, and new taskings in Year 5. One of the key taskings under the LER II contract is the Liberia Civic Education Impact Evaluation (IE), which aims to improve civic knowledge and a sense of civic duty among grade 1-6 students in Liberia. The tasking is divided into a base phase and two option phases, with the base phase focusing on an evidence review, evaluability assessment, and evaluation design memo. The Option 1 phase involves scoping work and preparation of the evaluation design report, while the Option 2 phase involves implementing the designed IE. Another significant tasking under the LER II contract is the Evidence and Learning (E&L) Mission Use of Evidence study, which focuses on the use and generation of evidence in USAID's DRG project and activity design. The study aims to understand how evidence is used to inform activity designs, the obstacles to greater evidence use, and how evidence could be better integrated into activity design. The study also seeks to understand how activity design teams plan research, evaluation, and learning and to identify ways in which USAID can improve evidence and evaluation planning. The Cloudburst Group has made significant progress in completing the taskings under the LER II contract. This quarter, the group contributed to the development of several learning digests, including "Civic Education in the Digital Age" and "The Case for Democracy, Part 1." The group also finalized and disseminated the Mission Use of Evidence report and a summary infographic aimed at program designers. In addition to the taskings, the Cloudburst Group has continued to work on several primers, briefers, and toolkits, including a methodology for Electoral Assistance After Action (EA3) review and briefers on climate integration. The group has also begun two new evaluations for USAID/Colombia. The Cloudburst Group has a strong track record of delivering high-quality results under the LER II contract.
