These partnerships can leverage the unique assets of governments, including their networks, infrastructure, and decision-making authority, to drive systems-level change. Social enterprises can provide essential inputs to governments, such as innovative ideas, capacity for implementation, and policy analysis. When considering government partnerships, social enterprises must define their goals and articulate their role in achieving those goals. Common goals include government clearing the path, outsourcing to the enterprise, adopting and implementing the solution, and changing policy. Social enterprises often play multiple roles, including implementer, consultant/trainer, and systems advisor. Understanding the context and critical stakeholders is essential for successful partnerships. Social enterprises must align with existing government priorities, work across multiple levels of government, and identify other influencers. Building capacity, including talent, funding, and systems, is also crucial for long-term engagement. To set a vision for government partnership, social enterprises must consider their role in the solution and the role of government. Strategies include partnering with government to address specific challenges, leveraging government resources and expertise, and building trust and credibility with government stakeholders. Preparing for productive, long-term engagement requires significant investment of time and resources. Social enterprises must build their own capacity, including hiring local talent and staff with partnership skills, seeking funders comfortable with risk, and building internal management systems. They must also be prepared to navigate the complexities of government decision-making processes and manage the associated risks. Effective government partnerships require a deep understanding of the context and critical stakeholders. Social enterprises must be able to articulate their value proposition, demonstrate their impact, and build trust and credibility with government stakeholders. By setting a clear vision, preparing for engagement, and building capacity, social enterprises can leverage government partnerships to achieve impact at scale.
