Abstract
The project is implemented by Tetra Tech, a global services company, and is part of the USAID Liberia program. The project's overall objective is to increase access to safe and reliable water supply and sanitation services in urban and peri-urban areas of Liberia. The project's key achievements during Year 2 include the completion of several water treatment plants, the installation of new water distribution systems, and the provision of training and capacity-building programs for local water utility staff. These achievements have resulted in improved water quality and increased access to safe drinking water for thousands of people in Liberia. For Year 3, the project's overall objectives are to continue improving water supply and sanitation services, increase the capacity of local water utilities, and promote sustainable water management practices. The project will focus on several key tasks, including construction oversight and defects liability period services, transitional management of water supply improvements, capacity building, coordination with other donors and stakeholders, planning and reporting, and environmental monitoring and mitigation. The project's quality assurance and defects liability period services will involve the provision of technical assistance to local water utilities to ensure that water treatment plants and distribution systems are functioning properly and meeting international standards. The project will also provide training and capacity-building programs for local water utility staff to improve their skills and knowledge in areas such as water treatment, distribution, and management. Institutional support and capacity building will be a key focus area for the project in Year 3. The project will work with local water utilities to develop their capacity to manage and operate water supply and sanitation systems, and to promote sustainable water management practices. This will involve the provision of training and capacity-building programs, as well as the development of standard operating procedures and policies to guide the management of water supply and sanitation systems. The project will also focus on coordination with other donors and stakeholders, including the Government of Liberia, the Liberia Water and Sewer Corporation, and other international organizations. This will involve the development of partnerships and collaborations to leverage resources and expertise, and to promote the project's objectives and outcomes. Environmental monitoring and mitigation will also be an important aspect of the project in Year 3. The project will conduct regular environmental monitoring and assessment to identify potential environmental impacts and develop strategies to mitigate them. This will involve the development of an environmental monitoring and mitigation plan, which will be implemented throughout the project. The project's implementation schedule is outlined in Annex A, and the procurement plan is outlined in Annex B. The environmental mitigation monitoring forms are outlined in Annex C. The project's results framework is outlined in Figure 1, and the organizational chart is outlined in Figure 2.
