Abstract
Agency for International Development (USAID) to expand and sustain the provision and governance of Water, Sanitation, and Hygiene (WASH) services in Tanzania. The Activity is implemented by Tetra Tech, with subcontractors FSG, WISE Futures, and Iris Group, and is headquartered in the Iringa Municipality with sub-offices in Sumbawanga and Lake Nyasa Basin. The MUM Activity will support the Government of Tanzania in the expansion of and sustainability of water and sanitation services, focusing on ten districts in four regions: Morogoro, Iringa, Njombe, and Rukwa. The Activity will work to increase access to sustainable water services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water utilities, as well as increase access to finance for WASH services. Additionally, the MUM Activity will strengthen the market for sanitation and hygiene products and services, and strengthen basin water boards and water user associations to enhance stewardship of water resources. The Activity will also focus on cross-cutting and integration activities, including communication, monitoring, evaluation, and learning, as well as gender integration and youth engagement. The MUM Activity will be implemented in five districts that were formerly covered by USAID's Water Resources Integration Development Initiative (WARIDI), which are Kilolo, Iringa, and Mufindi districts in Iringa Region and Kilombero and Kilosa districts in Morogoro Region. The Activity will also reach five new districts, Ludewa and Makete in Njombe Region and Kalambo, Sumbawanga, and Nkasi in Rukwa Region. The MUM Activity will work closely with national, regional, and district stakeholders to improve Tanzanian systems for planning, financing, and implementing actions to expand access to WASH and Water Resources Management (WRM) services. The Activity will use four complementary implementation strategies: building ownership through continuous stakeholder engagement, strengthening organizational systems and services, applying market-based principles, and learning by doing. The MUM Activity will be implemented over a period of five years, from August 2021 to August 2026, with a budget of $20 million. The Activity will be monitored and evaluated through a Performance Assessment Framework (PAF) and will be reported on quarterly and annually. The MUM Activity will also be subject to environmental management and compliance requirements. The MUM Activity will support the Government of Tanzania in achieving its WASH and WRM goals, including increasing access to safe drinking water and sanitation services, improving water quality, and promoting sustainable water management practices. The Activity will also contribute to the achievement of the United Nations' Sustainable Development Goals (SDGs), particularly Goal 6, which aims to ensure universal and equitable access to safe and affordable drinking water and sanitation for all.
