Abstract
The project focused on providing direct service delivery and technical assistance to improve service delivery and outcomes. Between October 2020 and March 2021, the project achieved significant results in various areas. In terms of direct service delivery, the project reached 41,411 key population individuals with HIV preventive interventions, exceeding the annual target of 29,895 individuals. A total of 128,818 persons were tested for HIV across 109 facilities, representing a 559% overachievement against the annual target of 95,039 individuals. Among those tested, 1,770 persons tested positive for HIV, representing 77% achievement against the annual target of 8,873 new PLHIV. The project also made significant progress in terms of antiretroviral therapy (ART) initiation and retention. A total of 1,829 PLHIV were newly initiated on ART across 109 ASAP-supported treatment facilities, constituting 66% achievement against the annual target of 9,498. Additionally, 26,267 individuals were on ART across 109 ASAP-supported HIV treatment facilities, representing 95.4% achievement of the annual target of 27,530 PLHIV. The project also implemented various technical assistance activities to improve service delivery and outcomes. These activities included supporting civil society organizations (CSOs) to prepare proposals for direct Government of Indonesia financing, providing technical assistance for service delivery improvement, and expanding differentiated outreach approaches to reach more key populations. Despite the challenges posed by the COVID-19 pandemic, the project continued to demonstrate significant progress against PEPFAR minimum program requirements across Jakarta. The project achieved ambitious Accelerate and Scale the Asia Program (ASAP) and ROP20 targets, assisting Jakarta to attain its 2020 antiretroviral therapy (ART) coverage target. The project's results also showed significant progress in terms of viral load testing and suppression. A total of 11,721 PLHIV received viral load testing at 109 ASAP-supported HIV treatment facilities, and 10,716 persons (91%) reported suppressed viral loads, representing 54% achievement of the annual target of 19,843 individuals reaching viral suppression. Overall, the LINKAGES project in Indonesia made significant progress in terms of HIV service delivery and outcomes, despite the challenges posed by the COVID-19 pandemic. The project's results demonstrate the importance of continued investment in HIV services and the need for sustained efforts to achieve epidemic control. The project's geographic focus was on Jakarta, Indonesia, and the project's activities were implemented in collaboration with various stakeholders, including civil society organizations, government agencies, and healthcare providers. The project's timeframes were from October 2020 to March 2021, and the results presented in this report reflect the project's achievements during this period. The project's recommendations for future activities include expanding differentiated outreach approaches to reach more key populations, continuing to provide technical assistance for service delivery improvement, and sustaining efforts to achieve epidemic control.
