Grant and loan are provided to the Government of Indonesia (GOI) to develop more effective provincial, kabupaten, and kotamadya government planning and management through implementation of a National Training Strategy.

Abstract
Kabupaten and kotamadya are levels of government, under the province level, representing rural and urban areas, respectively. The National Training Strategy will adopt a systematic approach to strengthen regional and subregional agencies. A functional agency will be organized in Badan Diklat with responsibility for planning and managing the total effort and for development of training curricula. A training-of-trainers program and facility will be established to train staff for the central facility and regional training centers (RTC). A total of eight RTC"s will be fully activated. Universities and institutions of higher learning will be involved in the training for regional planning and management functions. A total of 120 leaders and policy makers will be oriented in regional planning/management training, as will 945 regional and subregional leaders. BAPPEDA, BAPPEMKA, and BAPPEMKO (development planning boards at the province, kabupaten and kotamadya levels) officials and technicians, numbering 2,970, will be trained to carry out project strategy and development. Two interrelated training programs to develop the planning and management skills of each of these three groups will be implemented. A comprehensive training program will be developed at the rehabilitated RTC"s. It will consist of three months training at the RTC"s and six months of on-the-job training. A parallel training program at existing RTC"s will provide annual short-term planning and management courses. Specialized courses in administrative planning, project appraisal, project monitoring, data development, regional economics, land use planning and development engineering will be developed. Planning personnel will also attend graduate level courses in regional planning. Beneficiaries will include 4,000 planning/management officers and technicians of the regional governments, and 70 regional planning training officers.
