Abstract

Each policy option is structured to address unique challenges and opportunities, with design features affecting performance in the field. The policy option design process involves several key components, including policy description, policy design, implementation mechanisms, and related policies and programs. The policy description outlines the purpose and objectives of the policy, while the policy design specifies goals, timing, coverage of parties, and key definitions. Implementation mechanisms describe the steps necessary to achieve the policy objectives, and related policies and programs identify existing and planned actions that support the policy. A key tool in the policy option design process is the Policy Option Document, which provides a structured framework for documenting policy options. The document includes sections on policy description, policy design, implementation mechanisms, and related policies and programs. It also includes a causal chain for greenhouse gas reductions and a causal chain for costs and benefits. The policy design process involves making choices on design features, such as goals, timing, coverage of parties, and key definitions. These choices affect the analysis approach and the tools used to evaluate the policy option. The process also involves expert judgment, general strategy, past experience, and expert assistance to ensure that the policy option is well-designed and effective. The LEDS Training Series provides examples of policy design, including the Renewable Power Production in Central Power Supply policy in Coahuila, Mexico. This policy aims to reduce dependence on fossil fuels and promote the installation of power plants that use renewable energy sources, such as wind and solar photovoltaic. The policy design includes specific goals, timing, and coverage of parties, as well as eligibility and definitions for key terms and conditions. Another example of policy design is the Renewable Energy Incentives and Eliminating Renewable Energy Development Barriers policy in Ukraine. This policy aims to promote the development of renewable energy sources and eliminate barriers to their implementation. The policy design includes specific goals, timing, and coverage of parties, as well as eligibility and definitions for key terms and conditions. The LEDS Training Series emphasizes the importance of customized policy design and provides a structured framework for documenting policy options.
