Abstract
The manual aims to provide a practical guide for applying social audit procedures to the distribution of school texts in Honduras. It is intended for use by facilitators and capacitors to design and conduct training workshops for community organizations, particularly parent associations. The manual is divided into several chapters, each addressing a different aspect of the social audit process. Chapter 1 provides an overview of the process of acquisition, distribution, and use of school texts, including the procedures and variants employed by the Secretariat of Education. Chapter 2 describes the methodology and instruments to be used in the social audit, while Chapter 3 presents the results of the audit and recommendations for improvement. The social audit process involves several stages, including the acquisition of school texts through public international bidding, the distribution of texts to schools, and the use of texts in educational centers. The manual provides a detailed description of each stage, including the procedures and instruments to be used. The manual also includes a CD with additional documents and tools for facilitators and capacitors to use in planning and organizing training workshops. The development of the manual was made possible with the support of Programa Impactos, which provided funding and technical assistance. The Secretariat of Education in Honduras has established a process for the acquisition, distribution, and use of school texts, which is governed by the Law of Public Contracting of Honduras. The process involves several stages, including the elaboration of a pliego de condiciones, the publication of the bidding process, the evaluation of offers, and the awarding of the contract. The distribution of school texts to educational centers involves several stages, including the elaboration of a plan of action, the opening of a bank account, the preparation and presentation of required documents, and the execution of the distribution process. The manual provides a detailed description of each stage, including the procedures and instruments to be used. The social audit process aims to improve the transparency and accountability of the use and management of public resources and services in the education sector. It involves the participation of citizens, including parents, community organizations, and local government officials, in the monitoring and evaluation of the education sector. The manual is intended to provide a practical guide for applying social audit procedures to the distribution of school texts in Honduras. It is hoped that the manual will contribute to the improvement of the education sector in Honduras and promote transparency and accountability in the use and management of public resources and services.
