Abstract
The manual aims to provide a tool for evaluating the performance of permanent employees in accordance with the Ley de Carrera Administrativa Municipal (CAM). The evaluation of performance is a widely used method for estimating or appreciating an individual's development in their job and their potential for development. It can be defined as the procedure by which the employee's performance is qualified, taking into account their knowledge and performance in the job. The manual defines key elements that justify its development and a series of definitions that facilitate understanding of the document, considering the principles proposed for performance evaluation. The manual is divided into several sections, including introduction, objectives, scope, antecedents, justification, legal framework, definitions, principles of performance evaluation, and stages of the process for evaluation. The first stage involves analysis to select the method or technique to be used, while the second stage defines the main actors and their roles. The third stage involves designing and developing evaluation forms and other supporting instruments, which are implemented in the fourth stage. The manual's objectives include establishing a mechanism for evaluating performance based on determined factors and criteria, promoting participation and transparency in the evaluation process, and ensuring the progressive implementation of performance evaluation in accordance with the CAM. The manual also aims to promote the development of programs for employee development based on the recognition of strengths and opportunities for improvement identified in the evaluation results. The manual's scope is limited to the Municipalidad de Mercedes, Departamento de Ocotepeque, and its application is exclusive to permanent employees who are subject to the CAM. The manual is a supplementary tool to the Manual of Positions and Salary Structure and the Manual of Human Resource Management, which are essential tools for good human resource management. The manual's development was made possible with the support of the people of the United States of America through the United States Agency for International Development (USAID). The content of the manual is the responsibility of FOPRIDEH and does not necessarily reflect the views of USAID or the Government of the United States. The manual is based on the legal framework established in the Constitution of the Republic of Honduras, the Ley de Municipalidades, and the Ley CAM. The manual's development is also justified by the need to strengthen local government management in the current context. The manual's implementation is expected to contribute to the improvement of public management through the improvement of human resource capacities. The manual will be presented and approved by the Corporación Municipal after its implementation.
