Abstract
The manual aims to provide a method of evaluation that is easy to interpret and apply, and to measure the performance of permanent employees in accordance with the Ley de Carrera Administrativa Municipal (CAM). The manual defines the evaluation of performance as the process by which the behavior and performance of an employee are assessed, taking into account their knowledge and skills in their job. The evaluation is based on factors and criteria determined by the municipality, and is intended to be objective, valid, and transparent. The manual outlines the objectives of the evaluation, which include establishing a mechanism for evaluating performance that is based on predetermined factors and criteria, promoting the participation and commitment of all stakeholders involved in the process, and promoting the development of programs for employee development based on the results of the evaluation. The manual also outlines the scope of the evaluation, which includes all permanent employees of the municipality, and the methodology for conducting the evaluation, which involves four stages: analysis, conceptualization, development, and implementation.
