Abstract
The organization's main purpose is to defend the autonomy of municipalities and promote decentralization of the state, while also contributing to the socio-economic development of municipalities. The ANAM's vision is to become an inclusive, modern, autonomous, democratic, and capable entity, with specialized personnel in the municipal sphere, that contributes to the strengthening of democracy and socio-economic development of municipalities in Guatemala. The organization's mission is to promote the development and strengthening of municipalities, while also defending their autonomy and promoting decentralization. The ANAM has defined three main lines of action to achieve its objectives: Fortalecimiento a las Municipalidades (Strengthening Municipalities), Incidencia (Influence), and Fortalecimiento Institucional (Institutional Strengthening). The first line of action focuses on strengthening the capacities of municipal authorities and officials, while the second line of action involves influencing public policies and agendas to promote the development of municipalities. The third line of action aims to strengthen the organization itself, generating greater technical, financial, and political capacity to implement its actions. The ANAM's organizational structure is defined by its statutes, which establish the following permanent organs: the National Assembly, the Board of Directors, the Advisory Council, the Executive Secretariat, and the Departmental Associations of Municipalities. A new organizational structure was defined in 2016, which is reflected in the organization's organigram. The ANAM's functions are defined in its manual, which outlines the roles and responsibilities of its various organs and personnel. The manual is divided into several sections, including the Manual of Functions and Procedures, the Manual of Organs, and the Manual of Functions of Technical and Administrative Personnel. The ANAM's manual of functions and procedures outlines the organization's procedures and processes, including the implementation of its three lines of action. The manual also defines the roles and responsibilities of its various organs and personnel, including the National Assembly, the Board of Directors, the Advisory Council, and the Executive Secretariat. The ANAM's manual of organs outlines the structure and functions of its various organs, including the National Assembly, the Board of Directors, the Advisory Council, and the Executive Secretariat. The manual also defines the roles and responsibilities of each organ, as well as the relationships between them. The ANAM's manual of functions of technical and administrative personnel outlines the roles and responsibilities of its technical and administrative personnel, including the Executive Secretariat, the Departmental Associations of Municipalities, and other entities. The manual also defines the procedures and processes for the implementation of the organization's actions. Overall, the ANAM's manual is a key document that outlines the organization's functions, procedures, and processes, as well as the roles and responsibilities of its various organs and personnel. The manual is an essential tool for the implementation of the organization's actions and the achievement of its objectives.
