The law requires institutions to make minimum information available on their websites. The system is accessible through the link https://desa01.konecta.com.py/transparencia/portal. The system features a dashboard that displays the percentage of compliance with established indicators. Users can filter the information by selecting a specific period of time, institution, level, material, or indicators. The system also allows users to download the source data in open data format. The dashboard includes graphs showing compliance by level, material, normative, and percentage of compliance by acronym. The system provides a comprehensive list of compliance data, which can be filtered by column and exported in various formats. To access the system, users must log in using a username and password. If a user has forgotten their password or it has expired, they can recover or reset it by accessing the "RECUPERAR/REESTABLECER CONTRASEÑA" option. Once logged in, users are taken to the main menu of the system, which includes options for Gestión de Cumplimientos (Compliance Management), Paramétricas (Parameters), and Administración (Administration). The Gestión de Cumplimientos option includes two sub-options: Vista General (General View) and Incumplimientos (Non-Compliance). The Vista General option provides a general view of compliance data, including a section for filters that can be parameterized to aid in searching for specific compliance data. The Incumplimientos option displays a list of non-compliance data, including the name of the institution, the responsible person, and the action to view the non-compliance data. The system uses a color-coded system to differentiate between the different states of compliance. Users can filter the non-compliance data by institution, level, material, or indicators.
