MEASURE II: YEAR 1 Annual Progress Report (September 29, 2019 – September 30, 2020)

The program is implemented by IMPAQ International, LLC, and is funded by the United States Agency for International Development (USAID). During the first year of the program, which spanned from September 29, 2019, to September 30, 2020, MEASURE II provided extensive technical assistance to the Mission and its implementing partners. This assistance included the development or updating of performance management plans, project MEL and activity MEL plans, and the production of new evidence to inform USAID/Bosnia and Herzegovina decision-making processes and practices. MEASURE II also pushed forward the integration of collaboration, learning, and adapting (CLA) within the Mission and its implementing partners through workshops and a Learning Review. The program integrated Center for Development Evaluation and Social Science Research (CDESS) technical staff across almost all MEASURE II activities to promote local ownership of the research products and strengthen the research capacity of the organization. In response to the outbreak of the novel coronavirus (COVID-19) in the second half of the year, MEASURE II shifted to providing support to USAID/Bosnia and Herzegovina and its implementing partners through remote facilitation and technical assistance. Despite the pandemic, MEASURE II activities have largely remained unaffected and have experienced no delays. Under Component 1, MEASURE II provided ongoing assistance to the USAID/Bosnia and Herzegovina Mission during the Performance Plan and Report (PPR) process. This assistance included preparing individual data collection templates, reviewing completed PPR individual data collection forms, and updating PPR tracking tables for the 2019 PPR and supporting the Mission in preparing for the 2020 PPR reporting. Under Component 2, MEASURE II completed the Country Biodiversity Analysis (CBA) and Political Economy Assessment (PEA) and finalized the Donor Mapping Assessment (DMA) to help inform the upcoming USAID/Bosnia and Herzegovina's Country Development Cooperation Strategy (CDCS). The program also produced the 2019 wave of the National Survey of Citizens' Perceptions in BiH (NSCP-BiH) and the 2019 Judicial Effectiveness Index in BiH (JEI-BH) reports and designed and developed a methodology plan for the Anti-corruption Index (ACI). MEASURE II also conducted the performance evaluation of the USAID/Bosnia and Herzegovina's Financial Reform Agenda Activity (FINRA) and collaborated with the International Organization for Migration (IOM) on an external evaluation of an intervention funded by the USAID's Office of Transition Initiatives.
