The United States Agency for International Development (USAID) Monitoring and Evaluation Support Activity II (MEASURE II), implemented by the American Institutes for Research (AIR), is a five-year activity that aims to strengthen the monitoring and evaluation (MEL) systems of USAID/Bosnia and Herzegovina (USAID/BiH).

Abstract
The activity began in September 2019 and is a follow-on to the USAID-funded Monitoring and Evaluation Support Activity in BiH (MEASURE-BiH), implemented by IMPAQ from September 2014 to September 2019. MEASURE II delivers flexible and demand-driven technical and analytic services to USAID/BiH and implementing partners (IPs) across the Mission's Performance Management Plan (PMP), activities, and sectors. This support includes assisting with developing PMP and MEL plans, monitoring progress and performance, as well as conducting evaluations, special studies, and assessments necessary to drive the learning process and support strategic, programmatic, and Activity design. The activity is organized around three components: MEL Technical Assistance (TA), Evaluations, Surveys, Studies, and Sector Assessments, and Collaborating, Learning, and Adapting (CLA). Component 1, MEL Technical Assistance, seeks to enhance the capacity of USAID/BiH and its IPs to achieve the best possible development outcomes through the high-quality performance management of results. This component is divided into two sub-components: Consultations and assistance to the Mission on the content of the Mission's PMP and Activities, and Performance Information Management System (BiHPERFORM) support. Under Component 1, MEASURE II will provide technical assistance to USAID/BiH and its IPs to strengthen and improve MEL systems, procedures, and staff capacities. This will include assisting with developing PMP and MEL plans, monitoring progress and performance, and conducting evaluations, special studies, and assessments necessary to drive the learning process and support strategic, programmatic, and Activity design. Component 2, Evaluations, Surveys, Studies, and Sector Assessments, focuses on conducting evaluations, surveys, studies, and sector assessments necessary to drive the learning process and support strategic, programmatic, and Activity design. This component includes Performance and Impact Evaluations, Surveys, Studies, and Sector Assessments, and Geographic Information System (GIS) support. Component 3, Collaborating, Learning, and Adapting (CLA), focuses on supporting the integration of evaluation principles and USAID's CLA framework into the Mission's culture. This component includes Support for CLA Implementation, Training and Learning Workshops, Action Planning from Evaluations and Assessments, and Partnering for Excellence in Evaluation and Research, a grant under contract. The MEASURE II Year 5 Work Plan is organized by task and subtask within each of the three components, followed by an overview of the Activity's administration and anticipated deliverables. The Work Plan also includes a Gantt chart in the appendix outlining MEASURE II's anticipated implementation schedule for Year 5.
