Abstract
The project's overall objective is to facilitate the implementation of the National Anticorruption System (SNA) and standardize the legal frameworks at the state level to prevent, investigate, and penalize corruption more effectively. The project's programmatic work is broken down into four major components: Collaboration and Coordination of Stakeholders, Access to Information, Formalizing Governance and Legal Frameworks, and Building GOM and CSO Capacity. The project's place of performance is Mexico, with activities managed from Mexico City and subnational activities conducted in targeted states and municipalities. The project's prime implementing partner is Checchi and Company Consulting, Inc., with Management Systems International serving as a subcontractor. The main project counterparts are the Secretaría de la Función Pública (SFP), Auditoría Superior de la Federación (ASF), Instituto Nacional de Transparencia, Acceso a la Información y Protección de Datos Personales (INAI), civil society organizations, and selected subnational entities. During the reporting period, January 1 to March 31, 2018, the project achieved several results. The number of legislative and/or procedural reforms to bring Federal and/or State legal framework into compliance with the SNA increased to 2, representing a 67% achievement of the annual target. The number of USG-assisted CSOs that participate in legislative proceedings and/or engage in advocacy with national or state legislature and its committees increased to 1, representing a 50% achievement of the annual target. The number of USG-supported anti-corruption measures implemented increased to 3, representing a 100% achievement of the annual target. The project also expanded its scope of activities to collaborate with key SNA stakeholders at the national level, including the national Citizen Participation Committee (CPC) and the Secretaría de la Función Pública (SFP). The CPC prepared and sent a formal request for collaboration to the project, and the TRRP team expects to be closely involved in the development of the CPC's 2018-2021 strategic plan and in the design of a National Anti-Corruption Policy. The project's implementation challenges include the need to strengthen interinstitutional coordination mechanisms, enhance GOM capacities, and motivate engagement of CSOs. The project's sustainability is dependent on the continued support of the USG and the commitment of the GOM and CSOs to the project's objectives. The project's management and administrative updates include the submission of quarterly reports to the USG and the provision of technical assistance to the GOM and CSOs. The project's planned activities for the next quarter include the development of the CPC's 2018-2021 strategic plan, the design of a National Anti-Corruption Policy, and the implementation of USG-supported anti-corruption measures at the subnational level. The project's recommended changes to the workplan include the need to strengthen interinstitutional coordination mechanisms and enhance GOM capacities.
