Abstract
The activity was implemented by the United Nations Development Program (UNDP) in coordination with the US Agency for International Development (USAID) and had partnerships with the Government of Mexico (GOM), civil society organizations (CSOs), and the private sector. The desired result of the implementation of this activity was a reduction in corruption risks in intervention areas and increased citizen trust in public institutions, fostered through effective civil society advocacy and strengthened integrity in the public and private sectors. The activity was carried out in two main workstreams generating six results. Component 1 focused on citizen participation and open institutions, with results including the strengthening of citizen oversight and advocacy capacities to combat corruption at the subnational level, co-responsible civil society, and open institutions at the national and subnational levels. Component 2 focused on integrity, ethics, and anti-corruption practices, with results including ethics and integrity for public servants, a corruption risk assessment methodology for public policies, and corporate integrity. The activity was implemented in various states, including Sinaloa, Durango, Tabasco, Estado de México, and Querétaro, with a focus on strengthening citizen oversight and advocacy capacities to combat corruption at the subnational level. The activity also included the development of tools to strengthen open municipality practices, which were piloted and later implemented in several municipalities. Additionally, the activity promoted ethics and public integrity among public servants, with an online course reaching various audiences and territories. The context analysis highlighted the importance of addressing corruption in Mexico, with the country remaining in the Corruption Perceptions Index (CPI) in a range between 28 and 34 points over the last 10 years. The National Institute of Statistics and Geography (INEGI) conducts the National Survey of Government Quality and Impact (ENCIG) every odd year, which includes a section on corruption. The results showed an increasing prevalence of corruption among individuals and a slightly decreasing prevalence among companies. The activity responded to the objectives set forth in the UNDP Strategic Plan 2018-2021, the United Nations Development Cooperation Framework for Mexico 2014-2019 (UNDAF), and the Mexico Program Document 2014-2018 (CPD). The project also aimed to advance the achievement of Sustainable Development Goal 16 (SDG 16), which focuses on promoting peaceful, just, and inclusive societies. The activity was supported by USAID, which provided financial cooperation to carry out the project. The activity included several key interventions, including the development of a corruption risk assessment methodology for public policies, which was voluntarily adopted by state-level public institutions in several states. The activity also promoted corporate integrity, with an online course reaching private sector stakeholders across the national territory.
