Abstract
In fiscal year (FY) 2021, MI2 made several adaptations to its Monitoring, Evaluation, Learning (MEL) plan, including the development and dissemination of the Biodiversity Programming Practices survey; revised indicator language and data collection methods; the establishment of baselines and targets for four performance indicators (1.1, 4.1, 5.1, and 6.1); and updated targets for three performance indicators (3.1, 3.2, 4.2). MI2 submitted the updated MEL Plan to the Biodiversity Division on December 1, 2020, reflecting these changes. MI2 exceeded three performance targets in this fiscal year. An increase in the number of buy-ins for field support and number of cross-mission learning groups has resulted in exceeding targets for Indicator 2.1: Number of USAID policies, business processes/products, and guidance that MI2 provides input on; Indicator 3.2: Number of days of USG-funded technical assistance in natural resource management and/or biodiversity provided to counterparts or stakeholders; and Indicator 4.2: Number of USAID staff participating in cross-mission learning groups. The Biodiversity Programming Practices survey was piloted and data was collected from October 2020 through April 2021. Selected indicators (1.1, 4.1, and 5.1) will be reported using baseline data collected in FY 2021 and end-line data in FY 2023. For indicator 6.1, which is reported annually, the baseline result reflects data collected between October 2020 and February 2021, and the FY 2021 result reflects data collected from March 2021 through April 2021. MI2's progress in achieving updated life of project (LOP) performance targets, FY 2021 performance results, and detailed analysis for Indicators 2.1, 2.2, 3.1, 3.2, 4.2, and 6.1 is included in this report. The report highlights the achievements of MI2 in enhancing the effectiveness and impact of USAID conservation and integrated programming. The report presents the performance results for the five key results of MI2. Key Result 1: Shared understanding and commitment exists for context-appropriate actions and objectives for operationalizing best practices in adaptive management. Key Result 2: Enabling conditions in place for USAID staff and implementing partners to improve decision-making. Key Result 3: Best practices increasingly socialized and reinforced across the Agency. Key Result 4: Conditions set for broader adoption of best practices for evidence and learning in programming. Key Result 5: USAID staff and implementing partners broadly adopt best practices in programming. The performance results for each key result are presented in the report, including the target, actual, and percentage change from the previous year. The report also presents the baseline and target values for each performance indicator. The report highlights the achievements of MI2 in enhancing the effectiveness and impact of USAID conservation and integrated programming. The report includes the following performance indicators: Indicator 1.1: Sector-wide shared understanding index; Indicator 2.1: Number of USAID policies, business processes/products, and guidance that MI2 provides input on; Indicator 2.2: Number of policies, business processes/products, and guidance that includes enhanced adaptive management language as a result of MI2 support; Indicator 3.1: Number of people trained in sustainable natural resource management and/or biodiversity conservation as a result of USG assistance; Indicator 3.2: Number of days of USG-funded technical assistance in natural resource management and/or biodiversity provided to counterparts or stakeholders; Indicator 4.1: Percentage of stakeholders reporting that most teams managing biodiversity programs have the enabling conditions in place for evidence-based practice; Indicator 4.2: Number of USAID staff participating in cross-mission learning; and Indicator 6.1: Percentage of stakeholders reporting that most teams engaged in biodiversity programming use key practices supporting adaptive management of biodiversity programs. The report presents the performance results for each of these indicators, including the target, actual, and percentage change from the previous year. The report highlights the achievements of MI2 in enhancing the effectiveness and impact of USAID conservation and integrated programming.
