Abstract
The project will provide urgently needed spare parts, materials, equipment, and TA to maintain energy services for the next 3 years and will lay a groundwork for energy systems that include a cost recovery element and/or can be privatized. The project has three components. (1) To meet emergency needs for heat and power, United Engineers and Constructors (UE&C) will begin immediately to supply the spare parts, materials, equipment, and TA needed to keep steam plants operating in major cities during the 1992/93 winter. This work will continue through at least 11/92 and perhaps until 6/93. (2) Deleuw Cather will evaluate energy emergency sector needs beyond those covered by the UE&C contract (i.e., needs in the areas of coal mining, fuels transport and handling, and energy conservation). Based on its findings, Deleuw Cather will draft a scope of work for a general contract for implementation of the remainder of the project over the next 3 years. (3) A general contractor will be selected to implement all other assistance needed to keep essential energy systems operating until project end or until other donors rehabilitate existing plants and/or introduce more efficient technologies.
