Abstract
The project was awarded to SSG Advisors, now doing business as Resonance, on April 17, 2017, under the USAID Land Technology Solutions (LTS) contract, AID-OAA-C-17-00056. The project's primary objective is to improve the Mobile Applications to Secure Tenure (MAST) technology, support its implementation in pilots in partnership with USAID Missions, and facilitate the exploration of models for sustaining and promoting MAST beyond the project. LTS will work in partnership with the Office of Land and Urban (LU) within the Bureau for Economic Growth, Education, and Environment (E3), as well as with participating USAID Missions. The project will provide technology and information resources, and technical assistance to enable authorized host-country stakeholders to efficiently document land and resource rights. This process will improve tenure security and create opportunities for socio-economic development. Using MAST, LTS will explore innovative opportunities to satisfy each of the following objectives: create agency land technology tools, guidelines, and resources; support rapid country assessments; create and adapt MAST 'fit for purpose' technology and implementation plans; pilot MAST to test the product; and create evidence and documentation of the pilot with recommendations for future scaling. The LTS Monitoring, Evaluation, and Learning Plan (MELP) for the project's second year has been developed to specify how LTS will collect, manage, analyze, and report data to measure the effectiveness of LTS activities and adapt activities based on ongoing learning. The MELP supports a rigorous learning agenda that generates evidence to be used in MAST pilots and future MAST implementations. The plan outlines how LTS will share monitoring, evaluation, and learning findings and lessons learned from key stakeholders, including USAID Missions and host country stakeholders, in order to promote uptake and/or scaling of MAST. The monitoring, evaluation, and learning activities will occur across all three technical components of LTS: leverage improvements made to MAST in Year 1, put in place mechanisms that help optimize MAST pilot deployments, and facilitate the exploration of models for sustaining and promoting MAST beyond LTS (Task 1); develop communication materials and execute communication activities to promote MAST technology and approaches (Task 2); and engage with USAID Missions, host countries, and implementing partners in constructive and creative ways to facilitate the implementation of MAST in target countries (Task 3). The MELP describes the LTS theory of change and results framework, the monitoring, evaluation, and learning approach, the data collection and reporting plan, and indicators/targets that are to be collected by the ME&L Manager over the life of the project. The plan serves as an overall guide for the management and implementation of monitoring, evaluation, and learning activities across these tasks to ensure consistency in indicator monitoring and data quality standards. The LTS project will focus on three key areas: Task 1, which involves leveraging improvements made to MAST in Year 1, Task 2, which involves developing communication materials and executing communication activities to promote MAST technology and approaches, and Task 3, which involves engaging with USAID Missions, host countries, and implementing partners in constructive and creative ways to facilitate the implementation of MAST in target countries.
