Abstract
The project aims to improve road connectivity and safety in the region. The project is divided into seven segments, each with its own project description, value, and timeline. Project 01, WJA-Wadi Al Jeer-Al Sawahira Al Sharqiya Road (Segment A), is a 2.7 km two-lane arterial road located in Area C. The project began on May 26, 2013, and has a contractual period of performance of 210 calendar days. As of July 31, 2013, the actual percentage of completion is 24.3%, which is below the planned percentage of 26.5%. Project 02, WJB-Wadi Al Jeer-Al Sawahira Al Sharqiya Road (Segment B), is a 1 km two-lane arterial road located in Area C. The project began on June 4, 2013, and has a contractual period of performance of 150 calendar days. As of July 31, 2013, the actual percentage of completion is 42.4%, which is above the planned percentage of 27.5%. Project 03, SSC-Al Sawahira Al Sharqiya-Sheikh Sa'ed Road (Segment C), is a 1.3 km two-lane road located in Area B. The project began on May 28, 2013, and has a contractual period of performance of 180 calendar days. As of July 31, 2013, the actual percentage of completion is 29.6%, which is below the planned percentage of 47.6%. Project 04, WNV-Wadi Al Nar Road (Segment V), is a 1 km two-lane regional road located in Area B. The project began on May 21, 2013, and has a contractual period of performance of 150 calendar days. As of July 31, 2013, the actual percentage of completion is 27.6%, which is above the planned percentage of 25.3%. Project 05, QAL-Qalandiya-Jabaa Road Safety Enhancement, is a 1.4 km three-lane arterial road located in Area C. The project began on June 30, 2013, and has a contractual period of performance of 120 calendar days. As of July 31, 2013, the actual percentage of completion is 67.4%, which is below the planned percentage of 97.6%. Project 06, THR-Al Thirwa Schools Road and Roads Retaining Structures, is a 1.7 km road located in Areas A and B. The project began on June 7, 2013, and has a contractual period of performance of 180 calendar days. As of July 31, 2013, the actual percentage of completion is 25.6%, which is below the planned percentage of 38.2%. Project 07, HEB-Milling and Overlay of Hebron Internal Roads, is a 21.2 km internal road located in Area A. The project began on June 10, 2013, and has a contractual period of performance of 210 calendar days. As of July 31, 2013, the actual percentage of completion is 27.8%, which is below the planned percentage of 50.5%. During the reporting period, zero accidents were reported, and no Notices of Unsafe Condition (NUC's) were issued. APCO/ArCon continued to implement on-site traffic control measures for all projects and coordinated with local authorities and municipalities regarding project issues and challenges. The project has made progress in implementing traffic control measures, with APCO/ArCon continuing to coordinate with DCL and local police departments/municipalities. However, some projects are behind schedule, with actual percentages of completion below planned percentages.
