Abstract
The project aimed to replace fire doors at the Sardar Kabuli Girls' High School in Kabul, Afghanistan. The project was funded by the United States Agency for International Development (USAID) and implemented by Tetra Tech, Inc. During the reporting period of June 27 through July 24, 2016, three meetings were held to discuss the project's progress and address concerns. The meetings were attended by the Tetra Tech QA team, the contractor, and the contractor's painting subcontractor. The contractor agreed to the recommendations of the QA team and addressed all concerns per contract requirements. The QA team observed and reported on various aspects of the project, including door panels and hardware installation, painting works, and cleaning of expansion joints. The team also noted some issues, such as cement mortar splatters on newly installed door frames and the need to adjust the closing time speed for door panels. The contractor cleaned the frames and adjusted the closing time speed as recommended by the QA team. The QA team also identified some problems, including a mismatched paint color for door D-7 on the third floor and un-plumb corner beads in some places. The contractor was advised to repair the corner beads using one of two options: removing the existing bead material and re-applying correctly or changing the corner bead over plaster to include a radius. The project's staffing levels were also monitored during the reporting period. The average manpower during this period consisted of 0.6 project managers, 0.9 quality control monitors, 1 quality control and health, safety, and environment staff, 4 skilled laborers, 3.8 unskilled laborers, 0.4 foremen, and 0 surveyors/helpers. The QA team also reviewed the quality control procedures and observed that there were no non-conformance reports (NCRs) or observation reports (OBSRs) generated during this reporting period. The team recommended that the contractor follow approved safety precautions, including barricades, housekeeping, and proper personal protective equipment (PPE). The project's progress was monitored through daily site visits by the Tetra Tech QA monitor. The monitor observed and reported on various aspects of the project, including cement plastering, door panels and hardware installation, painting works, and cleaning of expansion joints. The monitor also identified some issues and recommended corrective actions to the contractor. Overall, the project's progress was satisfactory, with some minor issues identified and addressed by the QA team. The project's staffing levels were also monitored, and the QA team reviewed the quality control procedures. The project's safety oversight was also ensured through the recommendation of approved safety precautions.
