Abstract
This approach was deemed the most convenient and effective method for collaboration with clients. The TCMST maintained its work with two buy-ins: the Innovation, Technology, and Research (ITR) Hub in the Bureau for Development, Democracy, and Innovation (DDI) and the Bureau for Resilience and Food Security (RFS). The TCMST's activities with ITR included reviewing division strategy papers and results frameworks, checking in with ITR points of contact (POCs) on progress of strategy planning, and coaching. The estimated percentage level of effort (LOE) for ITR activities was 15% in June. In contrast, the TCMST's activities with RFS accounted for 85% of the estimated LOE, primarily focused on designing and facilitating meetings of the RFS Meeting Norms Working Group, drafting and submitting a Change Management Action Plan, and coaching. The TCMST met weekly with ITR POCs to review the progress of Activities 2 and 3 of the Strategic Planning Process. With the completion of the May 26 Strategy Workshop, ITR Division representatives finalized their division-level contributions to the ITR strategy document. The ITR MEL Lead began coordinating the effort among Division MEL POCs to draft Division-specific results frameworks, which are expected to be completed by mid-July for review by leadership. The TCMST also worked with the RFS Chief of Staff to discuss the socialization of the RFS CM Assessment, content for the RFS CM Interventions Plan, and progress with the RFS Meeting Norms Working Group. The RFS Activity Manager was on leave from June 13 to June 29, 2022. The TCMST had two meetings to discuss plans for RFS retreats, one with the Office Director of the Center for Nutrition and the other with the new Interim Director and Acting Deputy Director of the Office of Administrative and Management Services (AMS). The TCMST finalized the RFS CM Assessment with RFS POCs at the end of May and presented the findings and recommendations to RFS senior leadership on June 2, 2022. A follow-up meeting was held on June 8, 2022, to answer questions about the assessment. The TCMST also briefed the Senior Deputy Assistant to the Administrator (SDAA) on the report and next steps on June 21, 2022. Based on the recommendations in the report, the TCMST drafted a CM Action Plan, which provides structures and processes to ensure that RFS leaders can translate recommendations into specific goals and actions. The CM Action Plan was approved by the Contracting Officer Representative (COR) on June 28, 2022. The TCMST also drafted an email outlining the next steps to complete the CM Action Plan, which includes convening an initial meeting with the RFS Front Office leadership to determine which individual/OU would be responsible for conducting each of the recommendations. On June 30, 2022, the TCMST made a presentation on the final RFS CM Assessment findings and recommendations during an RFS All Hands meeting. The presentation aimed to bring RFS leadership up to speed on the process and next steps.
