Abstract
The program is implemented by Deloitte Consulting LLP under Task Order No. 01: The Nigeria Power Sector Reform Program, with funding from the United States Agency for International Development (USAID). The primary objective of the NPSP is to improve the efficiency and reliability of the power distribution companies (DISCOs) in Nigeria. The Eko Electricity Distribution Company (EKEDC) is one of the DISCOs assessed under the NPSP. The assessment was conducted by the Power Africa Extension (PAE) team, with Edward La Farge serving as the Contracting Officer's Representative. The assessment aimed to identify key areas for improvement and develop a framework for implementing interventions to enhance the performance of EKEDC. The assessment revealed several challenges facing EKEDC, including inefficient organizational structures, inadequate working conditions, and poor health and safety practices. The assessment also identified opportunities for improvement in areas such as governance, decision-making, communication, and revenue protection. A diagnostic framework was developed to identify the root causes of these challenges and to prioritize interventions. The assessment recommended a range of interventions to address the challenges facing EKEDC. These interventions include establishing a project management office (PMO) to oversee the implementation of the NPSP, creating efficient organizations, improving working conditions, and enhancing governance and decision-making. Other recommended interventions include improving communication, reengineering business processes, and enhancing revenue protection and control. The assessment also identified several key initiatives that can be implemented to improve the performance of EKEDC. These initiatives include improving network planning and operations, enhancing billing, and reinforcing the legal function. Additionally, the assessment recommended improving customer care, cash management, and metering, as well as enhancing performance management and pay. The NPSP framework and approach for EKEDC were developed based on the assessment findings. The framework outlines the focus interventions, enabling interventions, and key initiatives that will be implemented to improve the performance of EKEDC. The framework also provides a roadmap for the implementation of the NPSP and outlines the key milestones and timelines for the project. Overall, the assessment and the NPSP framework provide a comprehensive roadmap for improving the performance of EKEDC and enhancing the overall efficiency and reliability of the power distribution sector in Nigeria. The implementation of the recommended interventions and initiatives will require close collaboration and coordination among the stakeholders involved in the NPSP, including EKEDC, the Nigerian government, and the international development partners.
