Abstract
The program focused on enhancing the communication infrastructure and EMS/SCADA capabilities of the Transmission Company of Nigeria (TCN). The EMS is a critical component of the power sector, enabling real-time monitoring and control of the grid. It provides a range of applications, including generation control, system alarming, and economic efficiencies. The SCADA system, on the other hand, enables remote monitoring and control of the grid, allowing for real-time data collection and analysis. The current state of EMS/SCADA in Nigeria is characterized by outdated infrastructure and limited capacity. The TCN's control centers are in need of modernization, and the communication infrastructure is inadequate. The existing SCADA system is not fully functional, and the EMS is not integrated with the SCADA system. The desired state of EMS/SCADA in Nigeria is a modern control center with a fully functional EMS and SCADA system. The system should enable real-time monitoring and control of the grid, provide accurate and reliable data, and support economic efficiencies. The communication infrastructure should be upgraded to support high-speed data transmission and enable remote monitoring and control of the grid. To achieve the desired state, the program recommends the following: the establishment of a Project Management Office (PMO) at TCN to oversee the implementation of the EMS/SCADA system; engagement with external stakeholders, including vendors and consultants; site selection and vendor selection; and the recommissioning of existing infrastructure. The program also recommends the expansion of communication infrastructure, including the installation of new RTUs and the upgrade of existing communication channels. The implementation of the EMS/SCADA system is expected to have a significant impact on the power sector in Nigeria, including improved grid stability, reduced power outages, and increased economic efficiencies. The system will also enable the TCN to make informed decisions about grid operations and maintenance, leading to improved safety and reduced costs. The program's recommendations are based on a thorough assessment of the current state of EMS/SCADA in Nigeria and a detailed analysis of the desired state. The recommendations are designed to support the implementation of a modern EMS/SCADA system that will enable the TCN to effectively manage the grid and provide reliable and efficient power to consumers.
