Abstract
According to the 2012 National HIV/AIDS and Reproductive Health Survey Plus, 3.3% of adults in Abia state are infected with HIV/AIDS, and the prevention of mother-to-child transmission (PMTCT) utilization was 68.5%, leaving a gap of 31.5%. The plan aims to scale up PMTCT services in the state, with a focus on increasing access to antiretroviral therapy (ART) and improving the quality of care provided to pregnant women living with HIV. The plan identifies several key challenges that need to be addressed, including the lack of PMTCT services in many areas of the state, inadequate training for healthcare workers, and limited access to ART. To address these challenges, the plan proposes several interventions, including the establishment of PMTCT services in all healthcare facilities, the provision of training for healthcare workers, and the expansion of ART services. The plan also outlines several key performance indicators (KPIs) that will be used to monitor progress towards the goal of eliminating mother-to-child transmission of HIV in the state. These KPIs include the percentage of pregnant women who receive HIV testing during antenatal care, the percentage of pregnant women who receive ART, and the percentage of infants born to HIV-positive mothers who are tested for HIV at birth. The implementation plan outlines the specific steps that will be taken to achieve the goals of the plan, including the establishment of a PMTCT task force, the development of a PMTCT training program, and the expansion of ART services. The plan also outlines the roles and responsibilities of various stakeholders, including the Abia State Government, FHI 360, and USAID. The plan also outlines several key recommendations for the Abia State Government, including the need to increase funding for PMTCT services, to improve the quality of care provided to pregnant women living with HIV, and to expand ART services. The plan also recommends that the government establish a PMTCT task force to oversee the implementation of the plan and to provide technical support to healthcare facilities. Overall, the Abia State Operational Plan for the Elimination of Mother-to-Child Transmission of HIV is a comprehensive plan that outlines the specific steps that will be taken to address the high prevalence of HIV/AIDS in the state. The plan is based on a thorough analysis of the challenges facing the state and outlines several key interventions that will be implemented to address these challenges.
