Abstract
The objective of this guideline is to provide practical tools for integrating the gender approach in social programs, particularly those related to chronic malnutrition. The guideline is directed at all personnel working in social programs, primarily in Amazonian regions. The goal is to contribute to a better understanding of what it means to work with a gender approach and to contribute to achieving equality for all people without discrimination. The integration of the gender approach in social programs is based on national and international norms, as well as on political commitments assumed by the Peruvian State in national and international forums. The guideline presents some practical tools for integrating the gender approach in social programs related to chronic malnutrition. The guideline is based on the following national and international norms: * The Peruvian Constitution (in force since 1993) recognizes the right to equality and non-discrimination based on sex. This text was partially amended in 2002, incorporating the principle of representation by gender in Article 191. * The Law on Equality of Opportunities between Women and Men (Law No. 28983, published on March 16, 2007) establishes the normative, institutional, and public policy framework at the national, regional, and local levels to guarantee the rights of women and men, promoting full equality and preventing discrimination in all spheres of their public and private lives. * The Organic Law of the Executive Power (Law No. 29158, published on December 19, 2007) establishes the creation of the Ministry of Women. * The Law on Organization and Functions of the Ministry of Women and Vulnerable Populations (Decree-Law No. 1098, published on January 20, 2012) establishes the Ministry's leadership in matters of gender equality. * The Organic Law of Regional Governments (Law No. 27867, modified by Law No. 27902, published on December 30, 2002) establishes social development and equality of opportunities as one of its functions. * The Organic Law of Municipalities (Law No. 27972, published on May 26, 2003) establishes the implementation of local public services and the development of social programs, defense, and promotion of rights as one of its functions. * The National Plan for Gender Equality - PLANIG 2012-2017 (August 2012) is the instrument aimed at transversalizing the gender approach in public policies of the Peruvian State, in its three levels of government, guaranteeing equality and effective protection of rights for women and men. Additionally, there are norms of lesser hierarchy that develop or reinforce the constitutional mandate of equality and non-discrimination. Among them stands out the Supreme Decree No. 027-2007-PCM (published on March 25, 2007) that defines and establishes the National Policies of obligatory compliance for the National Government entities, among them the policy of equality between men and women. In terms of political commitment to gender equality, the Peruvian State adopted in 2002 the National Agreement, whose eleventh policy of State establishes the promotion of equality of opportunities without discrimination. The guideline presents some practical tools for integrating the gender approach in social programs related to chronic malnutrition, including: * Analyzing the target audience of social programs * Analyzing the gender roles of program users * Analyzing access and decision-making on resources * Identifying potentialities of social programs to promote gender equality The guideline is aimed at contributing to a better understanding of what it means to work with a gender approach and to contribute to achieving equality for all people without discrimination.
