Abstract
The fund is managed by Partners for Global Research and Development, LLC (PGRD) on behalf of the United States Agency for International Development (USAID). The PACAM program aims to strengthen the resilience of Pacific Island communities by investing in climate change adaptation and providing co-benefits such as livelihoods enhancement, food security, improved health, better governance, and sustainable natural resources management. PACAM provides grants to civil society organizations (CSOs) in 12 Pacific nations, including Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The fund's program office is based in Manila, Philippines, with regional fund management offices (RFMOs) in Pohnpei, Federated States of Micronesia; Port Moresby, Papua New Guinea; and Suva, Fiji. The PACAM Results Framework outlines the program's strategic engagement areas, including Grant Management, Capacity-Building, and Communications and Outreach. The framework aims to achieve four key Results: establishing a grant-making facility accessed by CSOs, implementing climate change adaptation measures through grants, improving financial and managerial capacities of CSO-grantees, and disseminating lessons learned on effective climate change adaptation strategies. In Year 1, PACAM focused on establishing operations in the Pacific Islands, setting up grant award and management systems, and initiating the grant award process. The program held Pre-Bid Workshops in Papua New Guinea, Republic of the Marshall Islands, Palau, and Samoa to encourage CSOs to apply for grants and submit concept papers. A total of 55 concept papers were submitted, and 17 were selected for the 1st Grant Cycle. The PACAM program has established a grant-making facility that is being accessed by CSOs, with a total of 12 grants awarded in Year 5. The grants support climate change adaptation projects in Papua New Guinea, including the conservation of biodiversity in biologically significant areas and climate resiliency in communities. The program has also strengthened the financial and managerial capacities of CSO-grantees, with a focus on building local capacity to contribute to and sustain climate-resilient development in the long term. The PACAM Results Framework is presented in Figure 1 below, outlining the program's strategic engagement areas and key Results. The framework aims to achieve the following Results: * Result 1: Establish a grant-making facility accessed by CSOs * Result 2: Implement climate change adaptation measures through grants * Result 3: Improve financial and managerial capacities of CSO-grantees * Result 4: Disseminate lessons learned on effective climate change adaptation strategies The PACAM program has made significant progress in achieving these Results, with a focus on building local capacity and supporting climate change adaptation projects in the Pacific Islands.
