Abstract
The project aims to improve the quality of reading in public institutions by reaching 1.3 million Grade 1 and 2 students across seven regions/provinces of Pakistan. The project's primary objectives are to improve classroom learning environments for reading, policies and systems for reading, and community-based support for reading. Community Managed Reading (CMR) grants were awarded to provide community-based support for developing a reading culture. The grants had several key objectives, including providing relevant reading and learning materials to schools, making parents aware of the importance of reading, and ensuring parents' involvement and support in reading activities. A total of 18 CMR grants were implemented across six regions for a duration of three months. The expected outcomes of the CMR grants included introducing reading activities in all classes in project schools, providing additional reading opportunities for children outside the school, and increasing the number of parents helping children with reading tasks at home. The grants also aimed to increase the number of parents participating in reading events in the community and to provide reader awards to successful readers. A parent satisfaction survey was conducted to gauge any attributable change in parents' beliefs in the education system and children's learning due to PRP's community-managed grants activities. The survey aimed to assess parents' perceptions about the quality of education, their involvement in reading activities, and their expectations for their children's learning outcomes. The survey also sought to identify any limitations or challenges faced by parents in supporting their children's reading development. The survey methodology involved independent and comprehensive phase-wise assessments to examine the effect of CMR grants on parents' perceptions about the education system and its impact on learning and reading skills of early-grade students. The survey collected data related to parents' involvement in reading activities, their expectations for their children's learning outcomes, and their perceptions about the quality of education. The survey results showed that parents' involvement in reading activities increased significantly after the implementation of CMR grants. Parents reported a higher level of awareness about the importance of reading and a greater willingness to support their children's reading development. The survey also found that parents' perceptions about the quality of education improved, and they reported a greater sense of confidence in their children's ability to learn and read. The survey results also highlighted the importance of community-based support for reading development. Parents reported that the CMR grants had a positive impact on their children's learning outcomes, and they expressed a desire for continued support and resources to promote reading development in their communities. The survey results provide valuable insights into the effectiveness of the PRP's community-managed grants approach and highlight the need for continued support and resources to promote reading development in Pakistan.
