Abstract
The alliance aims to promote a commercial proposal where buyers accompany producers in their growth, facilitating access to technical training, technology, and financing. The alliance will support Peru in becoming a global leader in fine-flavored cocoa with a traceable origin. The Peru Cocoa Alliance will focus on three key aspects: processes and activities, results, and impact. The alliance will use a dynamic monitoring and evaluation system to capture data on programmatic activities, which will be continuously collected and analyzed. The system will allow the alliance's personnel and partners to track and manage the implementation of activities, as well as measure the commercial development and impact of planned activities. The alliance will use a system of monitoring and evaluation that is based on the significant advances made in the monitoring and evaluation system of the Programa de Desarrollo Alternativo (PDA). The system will have three levels of information management: planning, execution and follow-up, and evaluation. The system will generate a database that can be complemented with studies to determine the impact of the project. The alliance will implement several modules, including the Módulo del Productor, which will allow the registration of producer data, line of base, and training; the Módulo de Financiamiento, which will track the three processes defined for this area; the Módulo de material vegetal, which will control the generation of requirements and the attention of inputs required for the installation of the agroforestry system; the Módulo de Apalancamiento, which will track the execution of investor contributions; and the Módulo de Geo-Trazabilidad, which will allow the georeferencing of producer parcels and the obtaining of relevant information from the family. The system of monitoring and evaluation proposed by the alliance aims to be part of a platform of services that can be offered to different partners. The system will focus on fulfilling the following requirements: having the target population as the main source of information, being integrative, being compatible with result-based management, being retroactive, facilitating the documentation of lessons learned, and using information technologies in a simple but effective way. The Peru Cocoa Alliance has a logical framework for the period 2012-2016, which aims to support the consolidation and successful expansion of alternative development in Peru. The alliance will focus on promoting a commercial proposal, supporting the development of the cocoa sector, and promoting the use of sustainable practices in the cocoa chain. The alliance will use a set of indicators to measure the achievement of its objectives, including five main indicators and additional indicators to measure the performance of the main components of the alliance. The indicators will be used to track progress, identify areas for improvement, and make adjustments to the program as needed. The Peru Cocoa Alliance will provide a valuable document that will provide continuous feedback and be flexible enough to allow for programmatic adjustments based on lessons learned during the implementation of activities. The ultimate goal is to support decision-making within the alliance.
