Abstract
Partnership for Growth (PFG) was a five-year initiative that aimed to achieve rapid, sustained, and inclusive growth in the Philippines. The partnership was established in 2012 and concluded in 2016. The PFG focused on four key areas: regulatory quality, rule of law and anti-corruption, fiscal space, and human capital development. Regulatory quality was a major challenge before the PFG began. The partnership implemented several initiatives to enhance regulatory quality, including trade policies and procedures that were made more facilitative, regulatory bottlenecks that were reduced, competition policy that was strengthened, and Philippine participation in trade arrangements that was enhanced. As a result, the Philippines' trade policies and procedures were made more facilitative, regulatory bottlenecks were reduced, and competition policy was strengthened. The rule of law and anti-corruption were also major challenges before the PFG began. The partnership implemented several initiatives to strengthen the rule of law and reduce corruption, including judicial efficiency was improved, the level of corruption was reduced, and the rule of law was strengthened. As a result, the conviction rate in the Sandiganbayan increased, the rule of law and anti-corruption results framework was implemented, and the Worldwide Governance Indicators (WGI) rule of law and control of corruption percentile ranks improved. Fiscal space was another major challenge before the PFG began. The partnership implemented several initiatives to expand the fiscal space, including revenue policy and administrative measures that were implemented, expenditure management reforms that were implemented, and medium-term debt management that was formulated. As a result, the revenue effort and government expenditures as a percentage of GDP improved, the fiscal space expanded, and the fiscal deficit as a percentage of GDP decreased. Human capital development was also a major challenge before the PFG began. The partnership implemented several initiatives to develop human capital, including basic education was improved, higher education was strengthened, and health and systems were improved. These indicators included the growth of real GDP, unemployment and underemployment rates, revenue effort and government expenditures as a percentage of GDP, and fiscal space expanded.
