Abstract
The project has a five-year duration and focuses on monitoring as a permanent process to explore factors that facilitate or limit the expected results with the intervention model. The project's development objective is to improve the health practices of families in communities and districts, with a focus on maternal, infant, and reproductive health. The project's impact is to improve maternal and infant health (SMI) and family planning (PF) in children under 2 years, pregnant women, and women of childbearing age (MEF) in the project's intervention area. The project's results framework has two intermediate results: (a) Communities with families that have children under 2 years, pregnant women, and MEF have improved healthy practices, and (b) public and private institutions have institutionalized the MCS methodology in a sustainable manner. At the level of the first intermediate result, three sub-intermediate results are addressed: (1) Families with children under 2 years and pregnant women implement commitments to improve their environment and healthy practices, (2) Empowered communities implement actions to promote healthy practices, and (3) Communities have improved access to health services and information. The project's monitoring and evaluation (M&E) system has been defined to control the flow of information and emphasizes the analysis and interpretation of data, particularly trends in the progress of outcome indicators, to guide decisions and ensure effective management at all levels where the project intervenes. The M&E plan guides technical and management teams in accessing evidence on (i) the degree of compliance with activities/products and (ii) the level of achievement of intermediate results/expected effects with the intervention, according to the results framework presented in the MCS II intervention model. The project's M&E system includes a set of indicators, known as Performance Indicator Reference Sheets (PIRS), which define the technical criteria for each indicator, delimit the measurement parameters, and establish the annual reference points, verification means (data sources, frequency, etc.), and data quality summary. The project's M&E plan is a tool for guiding the implementation of the project and ensuring the development of planned actions to achieve the expected results of the USAID/MCS II project. The plan provides a framework for collecting, consolidating, and analyzing quantitative and qualitative data on the project's performance, allowing for strategic decision-making to consolidate the expected results with the intervention.
