Abstract
The community's Plan de Vida 2020-2025, developed with the support of USAID's Fortalecimiento Institucional de DEVIDA project, aims to address the community's needs and aspirations. The community's history dates back to the time of their ancestors, who inhabited the territory without any external influence. However, with the arrival of colonos and the expansion of coca cultivation, the community faced numerous challenges, including violent conflicts, loss of family members, and the threat of terrorism. Despite these difficulties, the community was able to pacify and repopulate the area with the help of organizations such as CARE. Today, Quimaropitari is a medium-sized community with a well-organized territory, divided into Quimaropitari Alto and Quimaropitari Centro. However, the community continues to face threats from invasions related to the illegal cultivation of coca. To address these challenges, the community has developed a comprehensive plan that focuses on four key areas: diagnóstico, propuestas, incidencia, and gobernanza interna. The plan begins with a thorough diagnosis of the community's needs and challenges, which includes a review of the community's history, culture, and current situation. This diagnosis is followed by a set of propuestas, or proposals, that aim to address the community's needs and aspirations. The plan also emphasizes the importance of incidencia, or influence, in the local and regional governments, as well as the need for effective gobernanza interna, or internal governance. The plan identifies several key areas of focus, including conectividad, salud, territorio, educación, economía, and seguridad. The community aims to improve its connectivity, access to healthcare, and economic opportunities, while also protecting its territory and promoting the well-being of its members. The plan also recognizes the importance of the community's cultural heritage and its unique identity as Asháninka people. The community aims to preserve its culture and traditions, while also promoting its rights and interests in the face of external threats. Overall, the Plan de Vida 2020-2025 is a comprehensive and ambitious plan that aims to address the needs and aspirations of the Comunidad Nativa de Quimaropitari. The plan recognizes the community's rich cultural heritage and its unique identity, while also emphasizing the importance of effective governance, influence, and connectivity. The plan's implementation will require the active participation of the community's members, as well as the support of external organizations and institutions. The community's leaders and representatives will play a key role in promoting the plan and ensuring its successful implementation. The plan's success will depend on several factors, including the community's ability to mobilize its resources and capacities, as well as its ability to influence the local and regional governments. The community will also need to navigate the complex and often challenging context of Peru's indigenous communities, where cultural and linguistic diversity coexist with poverty, inequality, and social exclusion. Despite these challenges, the Plan de Vida 2020-2025 offers a promising vision for the future of the Comunidad Nativa de Quimaropitari. The plan's emphasis on cultural preservation, economic development, and social well-being reflects the community's deep commitment to its own identity and its place in the world.
