Abstract
This plan outlines the government's main objectives for the country's development, serving as a guide for state investment and framing its political commitments. The plan includes a document called "Bases del Plan Nacional de Desarrollo 2018-2022," which is an integral part of the plan and is incorporated into the law as an annex. The plan emphasizes that it is not a collection of separate actions by different ministries and sectors, but rather a tool for coordination that enables efforts to be combined, creating a true social change, dynamizing economic growth, and achieving the country's and regions' greatest development. The plan is also a tool for the government's administrative and political work, serving as a map for citizen follow-up and accountability, as well as a tool for working and dialoguing with the government regarding projects, budgets, and investments. The construction of the plan involved proposals from various interest groups, including women's organizations, which led to the inclusion of a specific chapter on the Pacto de Equidad para las Mujeres. This chapter addresses eight lines of policy to advance the guarantee of women's rights and interests. The work of incidence was led by women's representatives in the Consejo Nacional de Planeación, women's social organizations, and the platform of rural women, the Consejería Presidencial para la Equidad de la Mujer, the subdirección de Género del DNP, and the Bancada de Mujeres del Congreso. The document is the result of a detailed review of the "Bases del Plan Nacional de Desarrollo 2018-2022" and the articulation of the law, from the perspective of identifying priorities related to women's rights. It also highlights the importance of projecting these priorities in national and territorial budgets. In cases where strategies are identified that can include women's themes in the PND, actions are proposed for territorial articulation, making it possible to transcend what is stated in the norms to a terrain of certain changes in the quality of life of Colombian women. Beyond what is explicitly stated in favor of women in the document of bases, in three structural pacts, thirteen transversal pacts, and nine regional pacts, and in the articulation, the PND has other frameworks of possibilities and opportunities to open and expand management and execution in favor of women's rights in the territories. However, this requires leadership and active participation and coordination between women's social organizations, territorial authorities (concejos and alcaldías, asambleas and gobernaciones), and other actors, including the Consejos Territoriales de Planeación, who must harmonize, include, and transcend the minimums established by the national government in the elaboration of development plans. The plan has three main objectives: to establish the bases of legality, entrepreneurship, and equity that allow for equal opportunities for all Colombians. It is based on three structural pacts, thirteen transversal pacts, and nine regional pacts, which include topics such as sustainability, mining and energy, public services, transportation, science and technology, culture and the orange economy, digital transformation, peace, and women's equity.
