The Secretariat of Health of Honduras (SESAL) has developed a Plantilla Básica de Puestos y Perfiles de Recursos Humanos, a basic template for positions and profiles of human resources in the health regions.

Abstract
This document aims to provide critical information on the profile and attributions for each official in the health region, including identification of the position, organizational relationships, knowledge, and requirements of the position. The document is directed at existing and new personnel in the health region, providing them with accurate information about their role within the organizational scheme and context of change in the current health services. This is intended to enable personnel to perform their activities with efficiency and effectiveness, allowing for the necessary quality in services provided to the population of the country. The plantilla is based on the following objectives: to optimize the use of human resources, to combine them efficiently with motivation systems that maintain personnel incentives, and to facilitate the maintenance of the scheme under which the structure is conceived. The document emphasizes that there will be no limitations related to sex, gender, race, religion, political militancy, special cases, or coexistence with HIV for opting for positions. The plantilla is divided into several sections, including the Jefatura de la Región Sanitaria (Regional Health Director), Unidad de Planeamiento (Planning Unit), Unidad de Servicios Legales (Legal Services Unit), Unidad de Vigilancia de la Salud (Health Surveillance Unit), Unidad de Gestión y Desarrollo de los Recursos Humanos (Human Resources Management and Development Unit), Unidad de Comunicación Social (Social Communication Unit), Departamento de Vigilancia del Marco Normativo (Normative Framework Surveillance Department), and Departamento de Redes Integradas de Servicios de Salud (Integrated Health Services Network Department). Each section provides information on the position, organizational relationships, knowledge, and requirements of the position, as well as the finality and objective of the position. The document also includes an organigram of positions for each unit, providing a visual representation of the organizational structure. The plantilla is intended to be a tool for communication and assistance to the organization in achieving its goals, objectives, and strategies that benefit human talent and the fulfillment and strengthening of the ROL RECTOR (Rectoral Role) of the Secretariat of Health. The resources necessary for each instance will be assigned according to the possibilities and particularities of each region. The document is the result of the collaboration of various authorities, including Edna Yolani Batres, Secretary of State in the Health Ministry, Francis Rafael Contreras, Subsecretary of Regulation, and Sandra Maribel Pinel, Subsecretary of Integrated Health Services Networks. The plantilla is a critical tool for the effective management of personnel in the health regions, providing a framework for the identification, selection, and assignment of positions, as well as the motivation and development of personnel.
