Abstract
In this sense, its Board of Directors, through the Area of Gender, Woman and Family, has developed a Policy of Gender Equity and proposed the Program of Indigenous Woman and Climate Change Adaptation, which aims to promote gender equity in decision-making and the open participation of women and their active incorporation in the organizational life of indigenous peoples and in climate change adaptation. The COICA's Policy of Gender Equity was proposed by representatives of the COICA's affiliates (August 2014, in Quito, Ecuador), convened by the Area of Woman and Family with the support of the Initiative for Conservation in the Andean Amazon (ICAA) and the Regional Pro-Indigenous Program of the German Society for Technical Cooperation (GIZ). Additionally, within the framework of the Twentieth Conference of the Parties (COP20) of the United Nations Framework Convention on Climate Change (UNFCCC), and to fulfill the objectives set out in the Policy of Gender Equity, the Interethnic Association for the Development of the Peruvian Jungle (AIDESEP) and the COICA have developed a proposal: to leverage a specific initiative, the Program of Indigenous Woman and Climate Change Adaptation, which recognizes the strategic role of women's knowledge and practices in climate change adaptation processes. The COICA and AIDESEP aim to ensure the participation of women in decision-making processes, both within and outside the organization, through the establishment of effective participation mechanisms and decision-making, the strengthening of capacities, access to information, political incidence, and resource allocation. This will contribute to equality in the exercise of rights and opportunities. The COICA's Policy of Gender Equity has five main objectives: 1. To ensure the participation of women in decision-making processes within the organization, through the establishment of effective participation mechanisms and decision-making. 2. To strengthen the capacities of indigenous women and men who make up the organization's Board of Directors and consultative bodies. 3. To ensure access to information for women and men within the organization. 4. To ensure the incidence of women's visions, needs, and interests in the COICA's Action Plan. 5. To allocate resources within the organization to support the strengthening of the Area of Gender, Woman and Family. The Program of Indigenous Woman and Climate Change Adaptation aims to recognize the strategic role of indigenous women in the knowledge and practices required to adapt to climate change, through the holistic management of the forest and agrobiodiversity, which contributes to food security. The conditions for developing this program are: 1. To have secure indigenous territories (titled) for climate change adaptation. 2. To prioritize national adaptation policies in the region, considering their high vulnerability and the gender approach. 3. To have climate change financing, which is not prioritizing adaptation at the global and regional levels. 4. To capture specific contributions at the national level that involve the participation of indigenous women. 5. To elaborate and propose inclusive public policies with gender equity and recognizing indigenous peoples. It is essential to highlight the importance of the full and effective participation of indigenous women in local, national, and international decision-making, making known the problems they face in their communities and in the organizations they represent. The growth of the population has forced us to shift from traditional agricultural systems to intensive production systems.
