Abstract
These activities will be implemented primarily in the southern tier countries of Bulgaria, Romania, and Yugoslavia but may include activities in Poland, Hungary, and Czechoslovakia. In Bulgaria, NDI will: implement pre-election activities, including civic education workshops; organize an international delegation to observe national elections; provide a support grant to the Bulgarian Association for Fair Elections and Civil Rights (BAFECR); and make TA available to democratic leaders. In Romania, NDI will support the development of the civic association Pro Democracy, strengthen local political parties, and coordinate pre-election activities. In Yugoslavia, NDI will conduct four skill-building workshops for political party leaders and strengthen at least two non-partisan civic education centers. If Albania is certified for assistance, NDI will help found an Albanian organization to conduct a national civic education program, and will organize conferences and a parliamentary exchange program to expose legislators to democratic governance and multiparty legislative methods. Regional activities will include a grant to the Democracy after Communism (DAC) foundation to provide practical political training to young democratic activists and regional workshops in political party development. Also planned are regional activities in the areas of election monitoring and the development of democratic organizations.
