Abstract
The manual is a result of the support provided by the American people through the United States Agency for International Development (USAID). The contents of the manual are the sole responsibility of Deloitte Consulting LLP and its implementing partners and do not necessarily reflect the views of USAID or the United States Government. The manual is designed to provide a comprehensive guide for implementing PPPs in Jordan, covering the four phases of the PPP project life cycle: registration and application, project preparation, tendering and procurement, and contract management and performance monitoring. The manual is organized around the need to describe and explain how to carry out a sequence of practical procedures, each presented in its recommended chronological sequence within the overall PPP project management cycle. The manual is structured around the four phases of the PPP project life cycle, with each phase consisting of several procedures. The procedures are presented in a standard format, including a definition, rationale, institutional responsibility, instructions for implementing the procedure, estimated time required, and a checklist of lessons learned, case examples, and good practices. The manual provides detailed guidance on the procedures involved in each phase, including the completion of the PPP project assessment application, the appointment of the PPP project officer and steering committee, the development of the PPP project's required output levels of service, and the conduct of the PPP affordability and fiscal sustainability analysis. The manual also provides guidance on the procedures involved in the tendering and procurement phase, including the preparation of the work plan and implementation schedule, the drafting and issuing of the PPP project information memorandum, and the evaluation of submitted qualifications and the announcement of the pre-qualified bidders short-list. The manual is intended to provide a practical guide for implementing PPPs in Jordan, and it is designed to be used by a range of stakeholders, including public contracting bodies, PPP units, and private sector partners. The manual is based on the experiences of Jordan in implementing PPPs and provides lessons learned and good practices that can be applied to future PPP projects.
