Abstract
The guidelines are designed to be considered by recycling service providers and commercial waste generators when drafting and signing recycling service agreements. The guidelines are part of the USAID Recycling in Jordan Activity, a five-year initiative funded by the United States Agency for International Development (USAID). The Activity is partnering with the Ministry of Environment (MOENV), the Greater Amman Municipality (GAM), and private sector recycling companies to increase the commercial sector's utilization of recycling services in Amman. The guidelines provide detailed recommendations for commercial waste generators and service providers on ways to improve recycling service delivery and scope. This includes introducing new services that add value to commercial waste generators, improving technical descriptions of the scope of services, and measuring performance. Key terms and expressions used in the guidelines include definitions of waste generators, recycling service providers, solid waste audits, solid waste management plans, waste haulers, baling, waste shredding, and hazardous waste. These definitions aim to provide clarity and consistency in the use of terminology related to recycling services. The guidelines emphasize the importance of choosing suitable licensed service providers, selecting the right package of services, and developing appropriate and fair contractual service agreements. A list of service providers and recyclers in Amman is provided in the Annex (A), which can facilitate the search for the most suitable service providers. Recycling services can be tailored to the specific needs of the commercial waste generator, and service providers can offer numerous services, each with a possible return to the commercial facility. The guidelines cover a sample of the most common recycling services, including waste audits, on-site waste management planning, staff training services, waste hauling services, and specialized services for recycling and waste disposal. The guidelines aim to improve the efficiency and scope of recycling within the commercial sector and recycling service providers. By providing detailed recommendations and guidelines, the document aims to support the development of effective recycling service agreements that meet the specific needs of commercial waste generators and service providers.
