Abstract
The project's primary objective is to establish participatory management plans for priority fish stocks using the Local Fisheries Committee (CLPA) as the institutional entry point. Additionally, the project seeks to transform the CLPA into a Sustainable Management Unit (UGD), integrating institutional, administrative, socio-economic, and environmental aspects into the process of establishing a durable ecosystem-based management of marine resources in Senegal. The project's activities focus on building human and institutional capacities, natural resource management, and transversal themes. In the first quarter of 2013, the process of establishing new Local Conventions began in the areas covered by the CLPA of Yenne/Dialaw, Rufisque/Bargny, and Cayar, to complement the UGD of the sardine. The project uses the Local Convention as a legal tool for negotiating community-level management rules and formalizing inter-CLPA relationships at the stock level for developing and implementing management plans. The project's approach involves the establishment of a network of CLPA, which will serve as the basis for the development of a sustainable management system. The CLPA will be responsible for managing the fishery resources, while the UGD will provide technical and administrative support. The project also aims to strengthen the capacity of the MPAM and its technical departments, particularly the Directorate of Marine Fisheries (DPM), to implement the LPS and ensure the sustainable management of marine resources. The project's activities are guided by a set of indicators, which will be used to monitor progress and evaluate the project's impact. The indicators include the number of CLPA established, the number of fish stocks managed, and the level of community participation in the management process. The project's financial management is also subject to regular monitoring and evaluation to ensure that resources are used efficiently and effectively. The project's implementation is expected to have a positive impact on the sustainability of marine resources in Senegal, as well as on the livelihoods of fishing communities. The project's approach is based on a participatory and inclusive process, which involves the active participation of local communities, fishermen, and other stakeholders in the management of marine resources. The project's success will depend on the effective implementation of its activities and the commitment of all stakeholders to the project's objectives. The project's first quarter report highlights the progress made in the first three months of the project's implementation. The report provides an overview of the project's activities, achievements, and challenges, as well as recommendations for the next quarter. The report also includes annexes, which provide additional information on the project's indicators, financial report, and other relevant documents. In the next quarter, the project will focus on building human and institutional capacities, natural resource management, and transversal themes. The project will continue to establish new Local Conventions and strengthen the capacity of the MPAM and its technical departments. The project will also continue to monitor progress and evaluate its impact using the set of indicators established at the beginning of the project.
